An Important Factor Resulted Distortion in Implementing Public Policy

Abstract
This study applies public policy theory to analyze the differing tropisms of the constitutors and executors of public policy, and the ways this can distort implementation.The authors find different factors contributing to policy distortion from “rational” and “public” people.

Dr. Fajie Wei is a Professor in the Department of Management Science and Engineering at Beihang University in China. His areas of research include operations research, optimization modelling for large-scale systems, complex production system modelling, enterprise integration modelling, supply chain management, management information systems, and decision support systems. Dr. Wei teaches courses in data, models, and decisions; advanced operations research; IT and organizational changes; optimization modelling, and software tools.
Mr. Jinsong Wang is a Ph.D. candidate in the Department of Management Science and Engineering at China’s Beihang University. His areas of research include intelligence systems and decision-making support systems, management information systems, data warehousing and data mining, neural networks, genetic algorithms, virtual enterprises, and project management.
